Alan:

You are 100% right. For those in the USA not yet connected to Internet,
primarily due to their living in small remote towns and rural areas, relief
is coming. Some Internet companies are targeting small phone companies which
usually serve these communities, thus soon Internet will become universal
like telephone service. Finally we will have a situation where a formal
organization is no longer needed.
