     Wars are caused by unequal taxation and one side being a
dictatorship with the other side being militarily weaker.

     The solution is to eliminate taxes and have the democratic based
nations always militarily stronger, fostering freedom and protection of
basic rights throughout the world.  This should be the focus of the UN.
